Requesting a new Thai ID card

 

  1. If the original card has expired, the required documentation includes:
  • Original expired ID card
  • Current passport
  • Proof of residence in France, Algeria, and Monaco, such as a French residence card (titre de séjour) or a utility bill, etc.

Note: It is possible to request a new card 60 days before the expiration date.

  1. In case the original card is lost or destroyed, the required documentation includes:
  • Current passport
  • Proof of residence in France, Algeria, and Monaco, such as a French residence card (titre de séjour) or a utility bill, etc.
  • Fee of 5 euros
  1. If both the original card and passport are lost or stolen, the required documentation includes:
  • A copy of the original ID card, if available
  • A copy of the passport, if available, along with a lost/stolen passport report from the French police
  • Copy of Thai house registration
  • Proof of residence in France, Algeria, and Monaco, such as a French residence card (titre de séjour) or a utility bill, etc.

Thai ID card replacement 

.

If the original ID card is damaged and shows an error message, the following documents are required:

  • Original ID card
  • Current passport
  • Proof of residence in France Algeria and Monaco, such as a French residence card (titre de séjour) or a bill for water and electricity bills, etc.
  • Fee of 5 euros

On the other hand, if there is a name change, last name change, or both first name and last name change, the following documents are necessary:

  • Original ID card
  • Current passport
  • Evidence of name change or change the last name or change both the first name and the last name
  • Proof of residence in France Algeria and Monaco, such as a French residence card (titre de séjour) or a bill for water and electricity bills, etc.
  • Fee of 5 euros (Note: In case of changing the English spelling or changing the title, no fee is charged)

If the new address needs to be updated, based on the evidence of the house registration in Thailand, and the original card has not expired, the following documents are needed:

  • Original ID card
  • Current passport
  • A copy of the house registration showing the new address
  • Proof of residence in France Algeria and Monaco, such as a French residence card (titre de séjour) or a bill for water and electricity bills, etc.
  • Fee of 5 euros

 

 

Birth notification

.

The Royal Thai Embassy in Paris is responsible for birth registration and issuance of Thai birth certificates for children born in France, the Principality of Monaco, and Algeria to Thai parents or a Thai mother and a foreign father, or from the marriage of a Thai father and a foreign mother (registered).

Additionally, children born from a Thai father to a foreign mother who have proven the paternity relationship (e.g. DNA test results) can also apply for registration. Thai nationality fathers or mothers must apply in person and schedule an appointment for filing the petition about two weeks in advance by sending an email to civil.par@mfa.go.th with their name, their child’s name (Thai and English), and their phone number.

For mothers with Thai nationality and a foreign father, who want to register a child born before February 26, 1992, a form of interrogation record must be downloaded to request the issuance of a birth certificate. The mother must complete the details in the interrogation record and provide supporting evidence when applying.

If the child has a common surname, the parents must agree on whether to report the birth of the child to the Thai authorities by using the surname of the father or mother since Thai law does not allow children to use the common family name of their parents. The record form on the use of the child’s last name should be downloaded and filled out, and both parents must sign the record in front of the embassy staff manually.

Please note that the embassy will only process the petition after reviewing all required documentation and receiving the applicable fee.

Supporting Documents

.

To apply for registration of birth, certain documents are required. These include the original and complete birth certificate issued by the local authorities of the country of birth (Copie Intégrale d’Acte de Naissance), and an official French family book (Livret de Famille) in case one of the parents has French citizenship. Additionally, if the parents registered their marriage in France, a copy of the marriage certificate is required.

If the parents registered their marriage under Thai law, a Thai marriage certificate along with a copy is needed. A family status registration (marriage) is required if reporting a foreign marriage to the Thai authorities, together with a copy.

Moreover, a valid Thai passport of a Thai father or/and a Thai mother, together with a copy, and a valid Thai ID card for the father or/and the mother are necessary. The passport or valid ID card of the foreign father or foreign mother, together with a copy, must also be provided.

The child’s health booklet with a copy of the pages providing information about the child at birth is also required, along with 1 ID-sized photograph of the child. Finally, an envelope Lettre Suivie – Prêt-à-poster, weight 100 grams, is required in case of receiving a birth certificate by mail.

Marriage Registration

.

When both spouses have Thai nationality, their marriage registration at the Thai Embassy in Paris will be valid under Thai law. However, if one spouse is not a Thai national, local regulations in France, Monaco, or Algeria do not accept marriage registration at the Embassy, and it does not have full effect under the law of that locality. Therefore, the marriage registration application should be filed directly with the local authorities.

In the case of a couple where one party is of foreign nationality, after registering the marriage with the local authorities, if they wish to have full effect under Thai law as well, they can bring the local official’s marriage certificate together with a translation signed by an official from the French Ministry of Foreign Affairs and certified by the embassy.

In addition to the forms, the following documents are required for both spouses:

  • Valid Thai passports, together with a copy
  • Valid Thai ID cards, together with a copy
  • Original certificate of celibacy issued by the Thai registry office, not older than 6 months
  • Divorce certificate (in the case of previously married and divorced) with a copy
  • Child’s civil registration document (in the case of joint children) with copies such as birth certificates, passports, ID cards, and house registration

Two witnesses are also required to provide their valid Thai passports and Thai identity cards that are valid.
